Maxpower compiles a good list of free icons suitable for websites or even offline application. These icons listed by maxpower are free but licensing varies from CC, GPL to LGPL. Uses with caution, reselling them are definitely not allowed.
The list has been updated periodically but has stop since October 21, 2006. However there’s still tones of icons to check out.
